ALS, 1812 June 18 : Navy Department, to Commodore John Rodgers, New York.

The Secretary of Navy writes: "I apprize you that war has this day been declared ... you are to consider the vessels under your command as entitled to every belligerent right, as well of attack as defense ... there are one or more British cruisers on the coast ... You are free to capture or destroy them. Extend these orders to Comm. Decatur."
